What this decision governs

The decision resets the minimum value of the bank notices issued for property and vehicle sales, under the terms and amounts it sets out — within the same framework that bars ownership registers and notaries from authenticating a sale contract, or an irrevocable power of attorney amounting to a sale, before a notice evidencing payment into the owner's bank account is attached.

Implementing instructions

Decision 320 of 8 March 2023

  • Issued by the Central Bank's management committee under Law 23 of 2002 and Article 2 of Decision 9, in coordination with the Ministry of Finance, adopting the instructions for implementing Decision 9.
  • In force from 10 March 2023 — thirty days after Decision 9 was published in Official Gazette issue 6 of 8 February 2023.
  • Banks are to take the steps needed to apply the instructions where required.
