Decision 911 of 2022
What this decision governs
Issued under the Central Bank's supervisory mandate in Law 23 of 2002 as amended by Legislative Decree 21 of 2011, and following the meeting with banks and electronic-payment companies on 3 July 2022, the decision sets the interchange commissions on bank cards issued by any bank operating in Syria when used at another bank's ATMs, and how those commissions are shared between the issuer, the acquirer and any intermediate switches.
The essentials
- A table fixes the commission for each ATM transaction type — cash withdrawal and balance enquiry.
- A ceiling applies to the cash withdrawal amount per transaction at another bank's ATM.
- The commission is split in set proportions between the issuer, the acquirer and intermediate switches; where no intermediate switch is involved, its share is divided between issuer and acquirer.
- Article 2: the split set out in Article 1 is to be reviewed one year after the decision was issued.
The commission values, proportions and withdrawal ceiling are set out in the table in the original decision attached below, which is the authoritative reference.
